I don't think it contains lactose, as vegetable oil doesn't naturally contain any, and lactose has also been declared as an allergen in the ingredients for some time.

Since the end of fall, Bischofszell Nahrungsmittel AG, our own industry, has only been producing rösti with rapeseed oil. This is also stated on the packaging. I like the Roesti very much. However, I do have something to criticize about the packaging of promotional products. I bought an Actions 5-pack (welded together with plastic film). The picture of the pan can be seen both on the front and on the back. It is therefore not possible to read the ingredients on the back of each individual pack when buying. Incidentally, this applies to almost all promotional products and contradicts the labeling requirements for food. I would like to see this bad habit stopped and the individual packs welded together so that you can also read the back.
