I've known it for a long time. But it has nothing to do with my contribution...
It's not just the case in Wil, it's also the case here in Zurich (I tested various large/small Migros branches on several days). That's why I rarely buy bread/rolls from Migros (Lidl, Denner, Aldi, Coop always manage to make the bread and rolls weigh a bit more). I don't want to accuse Migros of anything, but I have the suspicion that there seems to be a system in place, true to the motto "less content, same price" = hidden price increase...

If I fancy a particular bread/roll from Migros, I buy it and weigh it at home; in the store it's always too much trouble for me to take the bread to the scales in the vegetable/fruit section to weigh it before I buy it; I always weigh the small rolls at home, in the store I simply try to estimate the largest/heaviest roll from the quantity of rolls by eye and then buy it, checking at home.
I first noticed with the small rolls that the weights were rarely correct; I then started weighing them at home out of curiosity, because I wanted to know whether this was just a coincidence or whether this was regularly the case; and after a few tests I then started buying the rolls in different stores out of curiosity and weighing them at home. At some point, out of curiosity, I also weighed the large loaves with the scales at home. What I was able to determine (I didn't make a study out of it, but only weighed them out of curiosity when I bought loaves/rolls, so it's not really representative because the quantity I bought wasn't that huge either): 80-90% of the weight of the loaves is correct, 5-10% of the weight of the rolls is correct. The rate also varies (for me at least) if you buy the bread/rolls in the morning or in the evening: In the morning or fresh from the Migros bakery, the figures are more likely to be correct than in the evening (this is probably because the bread/rolls lose water/dry out from standing for so long and then become lighter). As I said, these are just my findings with non-representative data. Others (Lidl, Aldi, Coop, Denner) do not have such weight fluctuations, their bread/rolls weigh almost 100% as indicated on the packaging or slightly more, even in the evening.
I don't want to put Migros on the spot or insinuate anything, but for me it is simply striking that bread/rolls very often weigh less than indicated, and as a customer I am simply not prepared to pay this "hidden" price increase (there are enough others that I have to pay because a product is not yet/not yet available from the competition), especially not if I get bread/rolls (the same or different) from the competition at the advertised weight/price.

For me in Wil it was the Wurzelbrötli, the dark stone oven rolls, spelt rolls, wholemeal bread Budget, Pane Passione... Actually, all bread is usually too "underweight". At Aldi and Lidl, however, the weight is consistently higher.
