I can understand this wish and I would be happy if there were generally packages for 2 people that could also be frozen. Especially with meat, originally frozen meat should not be frozen a second time. I think it's a shame that such meat is labeled with such small print - I would prefer the opposite: a clearly visible logo: "Suitable for freezing".

In most cases, such a decision has to do with the fact that, in the end, more goods had to be disposed of because the demand for open sales in this store was too low. Of course, this means that the whole idea of sustainability no longer applies. However, I would be happy to clarify for you specifically what the reason was in your store. Thank you @M-Infoline for your answer. Nevertheless, I think it's a shame that this legal notice "defrosted, do not refreeze" is so hidden on the packaging. Perhaps it would make sense to also clearly display this notice on the promotional notice board. After all, it's not in Migros' interests for everyone to take out this chilled food - read the text for 10 minutes in the warmth of their room - and then put it back in the wrong place because they had to change location due to the crowd. I only fell in once - now I know that it's worth reading the whole text, especially with promotions and large packs.

Regarding smaller packs: We have to bear in mind that the packaging content and production costs for smaller packs are often not much lower than for standard portions. The small portions are therefore more expensive in comparison, which is why many consumers continue to prefer the usual pack sizes. Because small packs are only ever stocked as an additional offer and the space on our shelves is not infinitely expandable, the demand for these items must be high enough for us to be able to offer them.
