The decisive factor is the number of likes a product review has received. This means that if you write a review and it receives more likes than the currently most popular review, yours will be displayed at the top.
However, if different reviews have the same number of likes, or if there are products where reviews have no likes at all, the oldest review will be displayed. However, we are still working on this algorithm: it would make more sense to display the most recent review.

I didn't know that the likes are suppressed at ℹ️, since you can't like these comments or can no longer like them, I assumed that they could never have received any likes. And since the most popular answers were not the oldest and others even received likes, I couldn't explain to myself, even with Tanja's answer, why these were displayed at the top without (visible) likes. So it was the invisible likes that confused me.
