You forgot to mention that you can also see it in Migipedia itself:
Simply click on the word Like directly next to the comment in question and a page will open showing who has given Likes. Of course, this only makes sense if there is a number greater than 0 in front of it.

The bug seems to be fixed, because since yesterday I can let off steam without being reset.
