I won't be buying any more fennel from Migros at this price. It's too expensive for me. That's why I buy it from Aldi or Lidl, and the quality is often much better there.

No, fennel does not need to ripen. Fennel is a vegetable, not a fruit. It may have something to do with the variety (yes, there are varieties of fennel too).
