Hello, is there a water consumption reducer in this showerhead? If not, can a reducer be added upstream without affecting light generation?

Can the jet of this shower head be adjusted and if so, how do you do this?

After each use, some residual water remains "stuck" in the shower head and only empties when the shower is used again... until it happens again... Presumably the water cannot drain completely because of the plastic attachment. Is this normal?
