If the toilet lid has such a "slow-down" function, it is more likely to be because there has been too much tension at the back. This happens when you always push the lid down by hand (instead of letting it go), the screws at the back have been tightened too tightly or someone regularly sits on the closed lid with a lot of weight. As you can see, the crack comes directly from the back where it was screwed on. As a layman, I can hardly imagine using a cleaner. I use normal all-purpose cleaner for the bathroom.
