I'm not surprised, Appenzeller and Toggenburger don't like to give their cheese away. You can get Kägifret everywhere, but they get funny about cheese, at least when non-locals ask for special varieties. But I always make it anyway when I'm there.
I think Seveler is also called Suur-Käse or Bolder in Toggenburg, but they may differ slightly from each other. Sour cheese is not everyone's cup of tea, so you should know the day before that you want to enjoy it.

Look in the telephone book under the zip codes 7xxx and 9xxx for all cheese dairies, alpine dairies and Volg branches. You then have to phone them all and ask if they will send you Seveler.
There's a huge Migros in Pizollpark, they might also have Seveler if it's available in Buchs.
Otherwise ask at Coop, I think there's a big Coop in the Shoppingarena St.Gallen. I'm not sure, but the arena is just off the highway. I haven't been there for a long time, so maybe I'm remembering it wrong.
I know that Fuchs AG from Rohrschach supplies many major distributors with dairy products, maybe they have Seveler. Migros must have got it from somewhere.

I spoke to the people in charge of the Buchs branch earlier. They confirmed what you have already told me. Unfortunately, it really isn't possible to send the cheese to Lucerne. The main reason is the lack of a logistical connection between Lucerne and the branches in eastern Switzerland.
In addition, Seveler sour cheese is a regional product that could not be sold in the Lucerne region.
