Quality differences Dessert Prussia

I have a question about Dessert Prussians: Unfortunately, this product varies greatly in quality, sometimes with enough sugar and well baked, sometimes barely baked and almost doughy.
In the last pack I bought, the Prussiens were practically not baked at all, the sugar was not even caramelized and was still on the product in the form of granulated sugar. They were just underbaked puff pastry shapes that were completely oversweetened because they were not caramelized.
Hence the following three questions:
1. is there no quality control on this product?
2. if so, why do completely unsuccessful Prussiens end up on the market?
3. what is being done to improve this?
