Couldn't something be set up here that serves everyone, e.g. a book flea market where anyone can put down and take away reading material free of charge? Visitors who are also book lovers would be all the more motivated to visit the store and would be even more likely to go there. All it would need is a few shelves. There is enough space.
Could you pass this idea on to the relevant authorities? Maybe there are fire safety or other objections or restrictions, but perhaps the possibility could still be examined.
Personally, I always find the empty vestibule a bit uninviting and desolate. Even if the majority of customers perhaps come through the underground car park and therefore don't even notice it?
