Why does almost every plait contain only milk powder and not milk?

The plait would cost more - this is the case for many manufactured foods (and entries on this website). And if many of these products were manufactured differently, there would be just as many people complaining about the (higher) price. Well....
It's just that the noble meter plait is already expensive enough and even then they save on production and still sell it at a higher price :((...

There are a number of advantages to using milk powder instead of milk - the price is just one of them. Powder is much easier to handle during transportation and storage as it takes up less space. Powder also requires no refrigeration and has a much longer shelf life. Both transportation and storage are therefore more environmentally friendly and there is considerably less food waste, and it is easier to use in production as machines do not have to be geared towards liquids.
