You can only hope that Migros will adhere to the existing regulations and monitor compliance. If there is still a plastic bag in the packaging ... that is probably no less problematic. That's just a second source of pathogens.
However, I fear that any "pathogenic" effect of packaging is not as serious as other environmental toxins.
And the problem that there are harmful substances in recycled paper is also a fundamental problem, more and more paper is being "recycled" that was already recycled before ... the harmful substances then accumulate even more.

A zero tolerance must apply to the particularly critical aromatic mineral oils (MOAH).
