the Weggli and cookies are packaged in plastic bags. wouldn't paper be more environmentally friendly? and paper is certainly better than plastic for storing bread.

I recommend buying the bread rolls at the staffed stand, where they are wrapped in a paper bag and the seller doesn't touch the goods with her bare fingers, but with paper or tongs....not only more ecological - also more hygienic!

Not many Migros stores have staffed bread stands. At least not in the countryside
Above all, I don't understand why there aren't smaller bags. If I want to buy a bread roll, I don't need a bag with room for 10.

I understand - Surely not too big paper bags would be possible, where the customer could write down the total price with a provided felt-tip pen... and I bet this would work on the Migros side (control only with unrealistic price address) - but totally fail on the customer side: because...
-- Felt-tip pens constantly disappear if not connected to a stable chain or even tear everything out of its anchorage
-- inability to add up 2-3 items in your head (e.g. 60Rp + 80Rp)
But your idea of a paper bag - also because of its durability - is a good one.
There are also the bags with half paper, half plastic (such as at Volg). There is still plastic involved, but with a million bags, half a million less plastic would be needed.
I would also find labeling them myself a bit utopian :-)

I can only confirm this. When I drop half a loaf of bread in at home later, the bottom of the bag tears.
