Unfortunately, I have often noticed this too. That's why I now only buy organic lemons or oranges individually and avoid the nets. In general, unfortunately, the rotten ones are not sorted out enough.

I've often bought rotten and moldy carrots, fennel, celery, pepperoni and potatoes. Very gruesome. And I also think it's down to the packaging. That's why I almost only go to markets and organic stores where you can still get everything open and individually.

It's a pain when you have to pick out rotten produce yourself. Sometimes I point this out to the sales staff. But there are also sales staff who react "gruffly". I recently found a "drooling" parsnip. The sales staff said that it was normal. Last Friday, I was in a larger and well-frequented Migros, where I found a moldy and leaking cup of cream. It was all piled up very carelessly, many of the protective lids of the cream tubs were missing. The sales clerk who was restocking the chiller cabinet was very careless with the items. I don't like it when customers are offered rotten vegetables or crushed Tetra packaging. It's also bad with the tins, in the Migros in question they lie criss-crossed in the rack so that many of them are dented.

You don't need to throw away moldy fruit, just take it back to Migros and get your money back. That's no problem, others do the same and the customer service department seems to be used to customers returning faulty goods.
Lemons can also be grown at home, preferably in a conservatory or greenhouse. Citrus fruits usually ripen between December and January. However, you can take your time with the harvest and leave the lemons hanging on the tree for several months. By growing your own, you can control many things yourself, such as whether the fruit has seeds or not, whether it is yellow or green, whether it is sour or sweet and whether you want organic or not. In any case, there is hardly any fuel stuck to your own fruit, which makes it much better than anything you can buy.
