I have such a tensioning set in my car, which I also use when transporting bulky goods because I can no longer close the tailgate. I use it to secure the shopping cart to the car when it's not enough to turn the wheels of the shopping cart.
But you're right, on really sloping terrain like the one we have at the pay station for the parking fee, the shopping center had to install multiple strips on the ground (as we know it from the guide lines for the blind in train stations) because the shopping carts became independent and rolled towards the bus station or street. .

The fact is that the parking brakes on normal supermarket shopping carts hinder the stacking or transportation of entire columns of shopping carts. Maxicosi shopping carts are moved individually, so parking brakes do not present an obstacle there.

Wouldn't it be easier if you could just attach a small chain to the front of the shopping cart, which you could then attach to the trunk? Then you wouldn't have to retrofit all the shopping carts in the whole country with extra parking brakes (that would certainly be quite a lot :) ) and the problem with stacking would also be solved.
It is perhaps true that this means a great deal of effort, which may not be worthwhile or very expensive due to possible vandalism. I imagine it would be difficult to fit a chain to the car to secure the shopping cart so that it doesn't damage a car.
However, if you also have small children in the shopping cart, for example, or simply a lot of shopping bags, it is very difficult or impossible to load them and hold the trolley in place with your foot at the same time.

In our case, the sloping area is at the payment station for the exit ticket. There you need both hands to rub the coin warm so that it doesn't fall through. There would be a simple solution: cashless or pay the exit tax at the Migros cash desk or Subito payment station....
